Programme Manager – Infrastructure & Capital Projects

Abrivia Recruitment is partnering with an organisation in the infrastructure sector to recruit a Programme Manager. This is an exciting opportunity for an experienced programme professional to join a well-established organisation undergoing continued growth and infrastructure development.
The successful candidate will report to the Managing Director and will take ownership of a broad portfolio of infrastructure projects from initial design through to operational go-live. The role involves a mix of hands-on programme delivery, financial oversight and strategic input, with responsibility for ensuring projects remain aligned with wider business objectives.
Key Responsibilities:
- Align individual projects with wider business strategies, corporate objectives and programme priorities.
- Define, implement and maintain appropriate governance frameworks across all active projects.
- Identify and resolve project dependencies, scheduling conflicts, resource constraints and overlapping workstreams.
- Manage the overall programme budget, funding channels, cost controls and capital allocation.
- Act as the key liaison between executive leadership, project teams and other internal stakeholders.
- Proactively identify, monitor and mitigate programme-wide risks and operational blockers.
- Oversee tender processes, contract negotiations and procurement activities while ensuring compliance with relevant regulatory frameworks.
- Lead benefits realisation across the programme, ensuring projects deliver measurable financial and operational value.
- Provide tactical leadership across projects from design through to implementation and operational go-live.
- Encourage effective collaboration across cross-functional teams and project stakeholders.
- Maintain high standards of health, safety, environmental and fire-safety compliance across programme activities.
- Ensure adherence to relevant organisational policies, procedures and governance requirements.
Requirements:
- Strong knowledge of structured project and programme management methodologies such as PRINCE2, Managing Successful Programmes (MSP) or Agile.
- Proven ability to translate strategic objectives and senior leadership priorities into practical project and programme plans.
- Strong financial acumen, including programme budgeting, cost monitoring and business case development.
- Excellent stakeholder management, negotiation, communication and presentation skills.
- Strong programme governance, risk management and dependency management capability.
- High level of proficiency with enterprise project management tools such as MS Project, Workday or Monday.com.
Desirable:
- Approximately 5-10+ years’ experience in project and programme leadership roles.
- Demonstrated experience delivering complex initiatives involving multiple cross-functional dependencies.
- Bachelor’s or Master’s degree in Construction, Engineering, Project Management, Business Administration or a related discipline.
- Experience delivering infrastructure or operational transformation projects.
